I'm having trouble translating this myself, not least because I can't decipher the handwriting. But I will show it to my French teacher when I next see her and then tell you what she says.

Well, here's the best I can do at the moment, without being able to read the handwritten parts:

The Prefect of the department of __handwritten___
Considering the decree of March 10, 1899 bearing regulation on the movement of motorists and specifically article 11:
Considering the favourable opinion of the Mines inspectorate
Delivered to Mr. : ___handwritten_____
Born: ___handwritten_____
Domicile: ____handwritten_____

[Can't read for fold in paper]
Petrol car

Functioning under the conditions prescribed by the ____?____ decree.

That's probably little help but I'll have something better for you in the next couple of days. I know I'm stating the obvious, but this is a very old driver's licence and it's likely the French is a little different than I'm used to.

Alright, I'll see what I can help with to add.

Born: -?-, The 5th of april, 1882
Domicile: -almost got it, but not quite-, St. Michel (Michael?) st.
and the thing in the fold seems to say something about having the capacity to drive

I'll come back to it later and see if I get more out of the handwriting for you.

Well, looks like my French teacher is away until Monday at the earliest, so there's not much more I can do for you. I did enlarge the folded section to try to make it out and it translates to:

Certificate of the ability to drive.

All I've got for now. If you still need help by Monday I may have something more

Well, I had some time to actually sit down and think carefully through it, and it started making sense. I think this is pretty accurate, and I've tried to translate it to the syntax of the time:

The prefect [head of local government] of the department of Loire Inférieure [region]

Following the law passed on March 10, 1899 regulating matters concerned with motor vehicle traffic, particularly section 11:

Given the favourable view of the mining agency. [In 1914 driving licences had to be approved by the mining agency]

Issued to Mr. : Olivaux, __?__ - Joseph - Mathurin Marie

Born at: Mohon[?] (Morbihan), the 5th of April 1882

Permanently resident at: Guérande, St. Michel Road

Certificate of the ability to drive:

Fuel oil-powered automobiles

Functioning under the conditions laid out by the above-mentioned laws.

Hope that helps.
