How would I do this? Routing question...
My school is using a system that makes it so that you have to login to a webpage before you are able to use the internet. How would I create a system so when someone new connects to my router it takes them to a page that I desire and they are not able to surf unless they go through that page. To be more specific I want to limit them to only be able to sure if they have a certian page up on their comp. Like a top banner frame, that they must have up in order to use the internet. How do I do this and what would it be called? I would have done the research on my own but I have no clue to what you could call something like this. Thanks.

don't know myselfy, but sounds like you would need a proxy, which would wrap the viewed pages with the frame you want.

Sounds like what you want is a "captive portal". I run one and use NoCat which is great (but linux-based).
Google reveals a few messages which suggest you'll need Linux if you want it for free. But these guys appear to have a solution if you'll pay for it...
