Need help w/Norton Internet Security, please

I bought Norton Internet Security about 3 months ago and it's stopped a bunch of trojan viruses, mainly Backdoor Subseven yada yada...whatever they're called.
So far as I could tell, it was working just fine.
Now though, I noticed NIS won't turn on at all.
When I click "Turn On" it doesn't do anything, just sits there.
I tried getting help at their site, but the "virtual agent" program wouldn't even load.

Does anybody know anything about NIS?
Why it won't turn on?
I've got everything on except Privacy Control and Parental Control, and everything is disabled because it won't turn on.
Well, except for Norton Antivirus, that's turned on and functioning.
Got any clues or advice?
Appreciate any help, thank you.

BTW, I don't know if this is a related problem, but when I turn on my computer, it starts up normally, but when my desktop shows up, it just shows my wallpaper and the toolbar, but no icons.
In about four minutes, my icons appear and I'm able to access the start menu.

If you know anything about these problems, I would sure appreciate some help.
Thanks

The_Dude, I followed your instructions, but when I got into "startup" there wasn't anything to do with Symantec or Norton that I could tell. There were in the "services" tab, and a few of the Symantec's were not running, but I'm not sure if that was the same as disabled, and I didn't want to do anything to fuck it up so I left it alone.
I'm running XP and AOL if this helps with your or anybody elses troubleshooting.
Thanks for your help, The_Dude.
Got any more?

Btw, I'm kinda worried about those Trojan horse backdoor sub7's that NIS kept blocking.
I'm worried that now NIS is messed up, I'm being exploited, and I've noticed my machine is slower to load.
I don't know if it's dial-up problems or the site here, or those trojan horses.

Update: I turned my computer on this morning and my Norton Security was working again.
Is it possible someone overrode NIS and used my comp. for something then released it, or is that too farfetched?

It seems to be working fine now.
Thanks for your help, The_Dude.
