City of Capitals isn't complete yet, but at 948 ft(I believe), so its either that or Naberezhnaya Tower (881 feet, but only 14 feet taller than the Triumph at 867 ft).

unc, that tower is cool and I'm going to check it out further...but I'm not there.

while it isn't complete yet, I believe it is already considered the highest skyscraper in Europe, at the 948' you mentioned, since it is already "topped out". From several sources I found that they have this criteria in common:

...includes spires and architectural details but does not include antenna masts. Existing structures are included for ranking purposes based on present height. This list includes under construction buildings that have already been topped out...
