Most possiblities include::
1. Stress 2. Increased exercise- some women athletes don't have periods for many months at a time. 3. Weight loss- this is true for many women losing weight, worse for sufferers of bulimia/anorexia. 4. Illness 5. Pregnancy She's already taken two tests and the results were negative. If she wants and is worried about it she should go see a doctor. This is the best choice/decision to make. I personally would wait another couple weeks and take another over the counter test. Professionals say to not fret over 1 or 2 missed periods unless you are concerned about pregnancy. Wait a little longer and if the periods remain few and irregular and she's still not pregnant then it's for the best she get a history and pelvic exam. She may have something healthwise going on inside that could be causing it.

another possibility is antibiotics -- I was on some strong antibiotics about a year and a half ago and missed an entire period because of it. (also, i realize this is not your situation but for the betterment of all: ANTIBIOTICS CAN RENDER THE PILL INEFFECTIVE).

Nikki's got it right. They can be expensive if you don't have insurance though. I'd say wait a week or two and go to the doctor if it still doesn't happen.

Normally I would have never thought of this except that it just happened to my roommate this month: basically same situation where she was missing a period and none of the above applied (medications, athletics, stress...) and her pregnancy test turned up negative. Well then come yesterday she had to go to the ER with sudden horrific pains in her sides and it turns out she has cysts on her ovaries. It's fairly common in girls between the ages of 16-40. It was just an idea you might want to look into.
