i just got a smokin deal on a Ruger 10/22, i wanna buy a couple 25 round magazines for the gun, and found them for 40 bucks each new. This is an excellent price, however I live in the US and the magazines are in Canada, everything I can find about importing these into the states (other than into California) has been pretty vague. I live in Oregon and I can legally posess them, so that part isn't an issue. So should I buy them or not?

Um, I am not so sure it is illegal to import any high cap magazines.

I would either:
buy american pre-ban mags
or wait until the AWB expires in september and buy cheap high-caps then.

You could also try browsing the auctions on Gunbroker . You can usually find some good deals on there for pre-ban mags, found in the US - which are legal.
