Nach siegreichem Abschluss des Feldzuges in Frankreich erwarte ich von der Wehrmacht, dass sie in gleichem untadeligen Geist ihre Aufgabe als Besatzung erfüllt. Ich befehle allen Wehrmachtangehörigen, im Umgang mit der Bevölkerung der besetzten Feindgebiete Zurückhaltung zu wahren, wie es einem deutschen Soldaten geziemt. Übermäßiger Alkoholgenuss ist eines Soldaten unwürdig und nicht selten die Ursache grober Ausschreitungen oder von Gewaltakten. Selbstverschuldete Trunkenheit ist kein Strafmilderungsgrund. Ich erwarte, dass Wehrmachtangehörige, welche sich infolge Alkoholmissbrauchs zu strafbaren Handlungen – auch der Bevölkerung gegenüber –
hinreißen lassen, unnachsichtlich zur Verantwortung gezogen werden. In schweren Fällen steht ein schimpflicher Tod nach dem Gesetz bevor. Ich mache es allen Vorgesetzten zur dienstlichen Pflicht, durch Beispiel und Belehrung den hohen Stand deutscher Manneszucht zu bewahren.

other suggestion, other than someone here who does speak english and german fluently is just print it out with lots of space, and grab a good dictionary and a pencil and some time and patience.
