I think it's the episode where Phobe's a street performer in protest of the central perk.
She's telling Rachel how much $$ she's made on the street, and mentions that somebody put in a condom. The boy runs out, Giovanni Ribisi, and grabs the condom back!

I'll support that, though he was technically not her brother at that point. I don't think they ever acknowledged that meeting and he was (un)credited as "Condom Boy", so it may have been outside the continuity of the show, i.e. not the same character, just the same actor...

well I did ask in which episode Giovanni Ribisi first appeared. I just put Pheobe's brother in ( ) as a hint as to who the actor was. Alot of times, I forget the name of an actor, but their "stage name" reminds me who they are.
