How can thought be part of the process? Calling the police made no sense unless he was high. Angry, daft, and high could do it.

Yea - I'll second the "this happens all of the time" thing. One of my professors (retired cop) was telling me that he and his partner were on patrol and a woman (who they could immediately tell was a crackwhore) came up to the car and started trying to convince them to arrest a john for not paying her all of what he promised (I think he promised 20 and paid 10, or something like that). The guy had since left, but she was irate and demanded that the cops chase him down and get her money. Not among the brightest of people

If you've ever made it through an entire episode of "Cops," you're probably willing to convict anybody who's been arrested.
