I'm not very well-educated on this subject, but I assume that the US has agreed to a truce with these fighters to use them as a makeshift border patrol to keep Iranian groups from complicating the situation in Iraq. It does seem a bit hypocritical that we are only concerned with the terrorists that threaten the US, but starting to round these guys up would start yet another problem in Iraq, another fight. For now, it seems best to just use them to our advantage, and arrest them later (which, if at all, will only happen when Iraq is "up and running").
