While at uni I used to work at a amusement park. WE were alerted to the fact lots of gay men were meeeting in the toilets and 'performing'.
As tyou know the public toilet walls do not meet the ground so we were instucted to look at the feet in the cublicals.
This was do to parents lossing it over these going- on esp with kids around.

We then learnt to counter this one would stand in a platic bag so you could not see one pair of feet.

WTF toilets are bad at the worst of times and during the day to meet and 'perform 'in them is horrid, not a turn on.

I got stroppy as it is unfair that children get exposed to this.
