There are a couple of odd things about those cars that make your conclusions incorrect. First of all, 1960's tires were absolute garbage. Modern tires improve the times *a lot*.
Second, I was cheating a little. L88's were meant to be race cars that you could get through the dealer. As such, they were sold essentially with the directions "Ditch the exhaust manifolds. They're only there because of noise laws." The carb was jetted completely wrong for the stock manifolds, and cam was designed for revving way over their limit. A set of headers added over 100 hp to those cars (definitely not normal!), and so everyone added it. Adding headers to a Z06 won't do very much at all.
The guy I mentioned had both of his cars dyno'd. The L88 had headers, but no other mods. It made 480 rwhp. The Z06 made 350...
