I don't know, something sounds strange.
One, why does this woman have a two-year-old dog who's not spayed? Unless she's a breeding dog, there's not really any excuse. And you can buy safety collars that snap apart if the dog gets caught on something, so there's no real excuse for her not to be wearing a collar, or at least microchipped or something. It doesn't sound like she was a terribly good owner in the first place. And it's a little weird that she didn't see the dog at the shelter before, if she went there. That's just a weird situation and who knows who's telling the truth.
I think it's unfortunate, and this "finders keepers" poilcy is really bad PR. I agree that the woman who adopted the dog should give the dog back - she hasn't formed a bond with the new owners, and clearly belongs to the other woman. But I don't think the adoptive owner is retarded an incapable of understanding the well-being of a dog. Selfish, perhaps. But both parties are a bit wacko if you ask me.
