actually, this is a continuation of a policy brazil had already had... the reason americans must have a visa to enter brazil (note we dont need one for any other latin american country) is because brazil replicates the process brazilians must go through to get an american visa for americans. even the cost for a brazilian visa for an american is the same as an american visa for brazilians, so i suppose it would make sense that if we start fingerprinting them, theyll start fingerprinting us.
