This is a hotly disputed notion. At the time, Iran and Iraqi forces were hitting each other chemical mortar rounds in Northern Iraq, often fighting over Kurdish territory. Most everyone assumed that it was strictly military engagements until stories later started leaking out about a gas attack that killed and injured thousands of Kurdish villagers. There's even one ex-CIA guy who is going around claiming that Iran, not Iraq, gassed the Kurds:
