Well, first that wasn't present on the page I saw.
Secondly, yes it is meant to single out americans. It's a retaliation, and as has been posted here. They have the right to do whatever they want at their borders. They're trying to make a point.
The nine hour delays. No elaboration on exactly why some were delayed for so long, nor how many people were delayed that long. "some US citizens" could be just two people who made a fuss at the fingerprinting booth complaining about being treated like criminals and not wanting to get ink on their hands. Maybe security had to be called because of it etc...
