Your mom is paying for the PT Cruiser, so I'm sure in her mind it's up to you to come to her far enough in advance so that she can work something out if you've got plans and want to borrow her car.... Truthfully? She could always say "no" and that would be that, dude.
It sounds like it's time for you to trade in your motorcycle and scooters and see about picking up a year-round mode of transportation. Either that, or else you need to sit down with your mother and talk this out.
Remember: she doesn't have to let you use her car, you know....
