The possibility of them getting the FO license is small, however. They might get the PC license leased to them, but Interplay realise that in FO they have a one-of-a-kind monopoly (at least until the Fall is released).
Also, I doubt the FO community would have any problems with FO3 if the original BIS team were contracted to work on it.

P.S. I believe although Black Isle and Bioware worked together on the Baldur's Gate games that Bioware is listed as the offical developer for those games. Black Isle Studios did the Icewind Dale and Fallout games solo.

True, but if you were on the BIS and BIO boards during the development phase, you'll realise just how big an influence BIS had on those products. BIS couldnt finance the development of a game of BG's size. It would be good to see some of them move to BIO, but even better if the whole division could be contracted.
