I think an interesting factor is when this happen in the Bible Belt. Lets face it, no matter what our own convictions are, these people can be pretty upset by any impropity...
Personally, I think a public apology should suffice. It would be enough to get it through his head, and discourage it from happening again. I hesitate to say he did nothing wrong, cause while I don't think kickin back is a big deal, he IS the highest paid Iowa state employee, and its in his contract. At some point you lose the right or have greater responsibility than to frolick with coeds
