What did your vet suggest? Peeing outside the litterbox is usually a protest of some sort. Do you clean the litterbox frequently? It might also be a dominance thing, sort of a protest against the older cat. Before you try prozac try things like Bach rescue remedy (you can pick it up at most health stores) or valerian root. They're natural anti-anxiety remedies that sometimes fix behavior that's mood-based. Good luck!
