If it's anything like filming for TV and movie, he may or may not be ok. It depends on how well represented each face is, if they're readily identifiable, and what kind of scope. If there is a wide enough angle and enough people in the shot, it's outside of legal problems because it's a "crowd". If, however, he's shooting or FOLLOWING or otherwise singling people out with the camera, each person, then he's fucked. You can't do that without written permission. It's about image rights, not privacy. (some details might be fuzzy but i'm pretty sure that's all accurate)
