Well, Athens (as you may know if you've ever been here) is a very liberal town that places a huge emphasis on art, partially because it's a college town, and partially because that's just a big part of the community. It's also a great place if you're into the whole "save the environment" kinda thing.
But, for a town that probably only has 10,000 people other than students, it's host to at least 5 galleries or museums (that I can think of, I know there's way more), quite a few private studios, and some community groups that help underpriviledged people through art.
Most college towns are more receptive to the artistic fields, but some (such as Athens) are very ingrained with the arts, visual, performance or otherwise.
