That happens across the political spectrum. Bush, like every other president, has appointed completely unqualified people to head important departments. Just look at some of the results from this search:

I'm sure a search on Clinton appointees would have looked the same.
Is the government now a less bureaucratic or more efficient place now that Bush has people in charge? Unlikely. While the Patriot act removed a tiny amount of red tape for law enforcement, it fundamentally failed to make any deep changes in the way any of these agencies operates.
Anyway, LD, you and I pretty much agree on your points, I just think blaming everything on "ultra-liberals" is a mistake.
Edit: I just re-watched segment 8, where it talks about the fact that the Bush administration ignored a June 2001 briefing warning about the threat of Al-Quaeda and Osama Bin Laden. I'm still baffled by your "ultra-liberal" comment and where you are coming from.
