You can buy a fan speed controller for it, but that would require re-wiring, and there's a good chance your motherboard wouldn't recognize the RPM speed anymore. I'd just go buy a new CPU fan that has a fan speed controller built in, like a Thermaltake Volcano 7 or Thermaltake Volcano 9. You can set it to auto-speed or control the speed yourself. They go pretty damn high; 5,000-6,000 RPMs I believe.
