Florida MAO needs TFPer's help

It's the last day of the Mu Alpha Theta state competition (read, math club) and we've been stumped by several questions on an interschool test. We're allowed the use of the internet, and given such, could think of no place better than to seek help than the great TFP forum. The answers are due tomorrow, 2 PM EST, and any assistance would be greatly appreciated. If you're able, and willing, to solve any problems, please inculde their explanations. Thanks, and keep on truckin'....

1. What 5-degree latitude band in the worlnd has the most national capitals in it. I'm looking for an answer with bounds that are multiples of 5, i.e. 30 to 35 N, 20 to 25 S.
(We don't have a map so this would be very helpful.)

3. In the current version of the T.V. game show Jeopardy, what is the most money a contestant can win in one single game? (Currently the minimum question value for Jeopardy round is $200 and the minimum for Double Jeopardy is $400.0

7. A teacher instructs her class at the beginning of a semester that she will give four tests during the semester with integer grades on each ranging from a 0 to a 100. She also says that she will drop the lowest test grade for each student. Can this dropping of the lowest test grade ever hurt a student's grade. A yes or a no response is sufficient for the answer to this question.

23. What is the diameter of the sphere that circumscribes the tetrahedron whose vertices are (4, 5, 5), (2,8,1), (7,7,2)
(4,4,0)?

39. Given a nominal interest rate of 8% per annum, compounded continuously, what is the effective interest rate? (given to the nearest hundredth of a percent)

44. The hands of a clock make a certain angle (<180 degrees) at 2:53 PM. What time will it be when the hands of the clock first make an angle twice as big?

45. If it takes 6 seconds for a grandfather clock to strike 6 PM, then how many seconds will it take it to strike 12 PM.
