I've got a '92 Acura Integra and I love mine. I haven't done anything other than a new intake on it, but it's definitely a nice car for cheap.
However, your friend seems to be in with the "ricer" crowd, which is something I would never do to my car. I might think about turboing it, if I had the money to burn and didn't want a newer/different car, but I'd never do external mods, never do NOS, never make it look like shit.
