Here in Korea, there is the (in)famous dog soup, which I haven't tried and don't think I want to. A lot of older male Koreans will eat it because it is supposed to make you strong and better in the sack.
There is a specific breed of dog (couldn't tell you which) that is bred for consumption -- they are farmed the way Americans farm cows. They'd never cook a little poodle or something like that -- lots of people like to keep poodles and such as pets. There's also just not enough meat on most dogs to make it worthwhile...
Most of my ESL students are not fond of the whole dog-eating thing, but some like it.
