Sometimes the nice, sweet ones are the ones who can't bear to hurt someone by telling them the truth.
Which in this case sounds less like she doesn't really like you than that she has way too much on her plate, and maybe things just didn't click with you.
You could find out how she feels about you just by asking. Something like "I've noticed that you never seem to have the time to go out - I know you've been really busy and have a lot on your plate. Is that the reason, or do you just not want to go out with me romantically?" Once you know her reasons, it'd be up to you what to do next.
