I don't have any experience with the Billion device, however, you will trouble getting the wireless router to work behind the other router.
I had a similar problem and decided just to cough up the $10/mo. to Covad for 5 IPs. No more P.O.S. Zyxel DSL modem/router to interfere with my Linksys. Now I can experiment with Linux routers and other directly attached devices with static IPs.
Anyway, try disabling the router feature on the access point. Another option is to use just a regular access point (no router), or configure the BIPAC as a bridged modem. That effectively disables the router component and passes the traffic through to the LAN. Your other router will then authenticate, etc. Don't know how to do that with your device (I couldn't get it to work on my Zyxel), but a Google search might provide some help.
