If your concern is primarily restricting web content so that young one's in the house don't happen upon pornography or the likes, look into the security settings of the installed browser's. You can set up zone's and give restricted users access to only certain (or no) sites.
Restricting access to the Internet completely is actually an odd request. You should consider not giving them an account at all if you think it's going to be a problem.
