Can you tell us a bit about your setup? Are you talking your home system with a DSL/cable modem connection? Do you have a firewall? Are you trying to prevent OTHERS in your house or office from surfing using your system? Windows XP home or Pro?
A pretty solid way to block the Internet would be to remove the hardware needed to access it: network card, modem, IR, wireless, etc. Is the level you want?

If you are trying to <b>block</b> unwanted visitors to your computer via the internet, get a firewall as mentioned above. Zonealarm, Symantec, there are many out there. XP has one built in. I can only speak for the Zonealarm and Linksys (hardware) versions.
If you are trying to control access <b> to</b> the internet by people on your network at home, or individual access, you might look into a router (Linksys). If certain <b>programs</b> are trying to access the net, use the software firewall mentioned above, or one of your choice. If I misunderstood the whole question, sorry. Give some more info. |

To truely block the computer from having internet, uninstall tcp/ip protocol and use group policy to make it so only admins can get to the network properties. That is a little extreme, but thats if you want to disable the computer completely from internet. You can use IPX/SPX and netbieu to share folders. (ie \\<computername>\ ) otherwise account specific, I am not sure about and would assume that group policy has something about it.

If your concern is primarily restricting web content so that young one's in the house don't happen upon pornography or the likes, look into the security settings of the installed browser's. You can set up zone's and give restricted users access to only certain (or no) sites.
Restricting access to the Internet completely is actually an odd request. You should consider not giving them an account at all if you think it's going to be a problem.

if you have a linksys router, you can set a static IP address on the machine you want to block from the internet and then log into the router and set up a filtered ip range
eg. computer - 10.10.10.51 router - Filtered private IP range from 10.10.10.51~51
