To truely block the computer from having internet, uninstall tcp/ip protocol and use group policy to make it so only admins can get to the network properties. That is a little extreme, but thats if you want to disable the computer completely from internet. You can use IPX/SPX and netbieu to share folders. (ie \\<computername>\ ) otherwise account specific, I am not sure about and would assume that group policy has something about it.
