Does the second disk even appear in the Device Manager? If so, next call up Disk Management and see what that thinks is going on. If not, shut down, double-check your jumpers and position on the ribbon(slave in midde, master at end!), and try again.
Another consideration is the drive type may be set to 'none' in CMOS setup. You may need to change your settings there...
