I was 16" back in high school 10 years ago and am bigger and stronger now but I haven't measured since then. Maybe 18? Bi's are relatively easy to work, just make sure you find an excercise that isolates them well, like curls of different types. Use a weight you can handle so you squeeze the muscle and don't swing the weight. Good luck and feel free to PM me for excercises if you want.
