Your 7500 will be fine, I've got one in my laptop (which gets very very hot) and not all 7500's even had a fan, so don't worry.
The GeForce4 Ti4200 you mentioned is a solid card, but if you're looking to do video capture you're best off with an ATI All-In-Wonder card. Hands down, ATI makes the best all around card that'll give you vid in and out.
For your price point, an All-In-Wonder (AIW) 9000, 64 mb should do you just right. It'll give you a TV Tuner, as well as video in and TV out.
