What kind of modem is it?
Is it one of those CNR type modems? They don't plug into a PCI slot. Rather, they plug into a much smaller slot. Is the new modem the same type as the old modem?
Can you try a real hardware modem? Aopen makes one, as does USR/3Com/whatever they are now.
What version of windows? If it's 98, try reinstalling modem drivers and dial-up-networking. If it's XP, try rteinstalling modem drivers.
If this doesn't work, you may also try disabling auto-dial on your internet connection, if it is enabled.
Other than that, I have NO clue. Do you have a phone plugged into the other side of the modem?
Try unplugging all of the other phones in the house when plugging this in. You shoudl also try the computer on another phone jack, and use a different cable between it and your computer.
