Is this a keeper league? If so, the new guy should get to draft first if he's taking over last season's last place team. It's the *TEAM* that earned the last place finish and therefore the first place pick. Imagine if the owner of the Cincinnati Bengals fired the GM and then sold the team during the offseason. The Bengals would STILL get the first pick in the draft.
Now, if this is NOT a keeper league, and you all start over from scratch, with completely new rosters, then yes, the new guy shouldn't be getting the perk he didn't earn. Everybody moves up a notch and he goes to the bottom. But if you're doing it that way, really you should have a different method of determining draft order.
And as far as your perk goes, it's bragging rights for a year. You should be drafting last.
