Crazy.
I just finished a degree in a respected college here in Ireland. There are private places too, but primary degrees do not have fees associated with them (just a student services charge).
I think that you have to be very careful who you lend your trust to in your education. As you have shown, there are many crooks.
However, take heart, if you are talented you have a good chance of succeeding despite the odds.
