I think the phrase "reign of terror" is way overused. He had a good line going, but he had to waste it with that damn cliche.
Oh well, you cant really be shocked about anything nowadays. There is probably shit like this going on at all times, but the right people haven't been caught yet. This sorta reminds me of Silence of the Lambs.
