FlashFXP is the best Windows client. It's not TOO hard to use, and has many advanced features in case you know how to use em.

And I highly recommend you never use IE to log onto FTP sites, IE is a terrible FTP client. It seems to make multiple logins, which can piss off siteops. It also seems to be slow. I haven't done extensive testing so I can't be sure, but I can almost always tell when someone tries to log onto my ftp server using IE. I ban them immediately and tell them to get a real client.
