I read the way the graduated licence program works...I don't see why it's a problem necessitating going around it.

Learners Stage – minimum nine months
Must pass written test (7 day wait for retakes)
Zero blood alcohol level
Must be accompanied by a supervising driver in front seat
Supervising driver must be fully licenced for at least three years
Supervising driver must be under .05 blood alcohol level
May carry passengers only in the back seat(s) up to the number of functioning seatbelts
Not permitted to tow vehicles
Not permitted to operate a Class 3 motor vehicle registered as a farm truck
Not permitted to operate off-road vehicles along or across highways
Not authorized to take instruction in Class 1-4
Intermediate Stage* – minimum 15 months
Must pass a road test to advance to Intermediate Stage (14 day wait for retakes)
Zero blood alcohol level
Passengers:
5 a.m. to midnight
one passenger in front seat and up to the number of functioning seatbelts in the back seat(s)
Midnight to 5 a.m. either
one passenger, or
a qualified supervising driver in the front seat and up to the number of functioning seatbelts in the back seat(s)
May tow vehicles
May operate a Class 3 motor vehicle registered as a farm truck
May operate off-road vehicles along or across highways
May apply for authorized instruction for Class 1-4 licences **
Full Stage
Zero blood alcohol level for first 12 months
May upgrade to full Class 1-4 licence after passing appropriate tests **
May supervise after three years in full stage
* Time served in the Intermediate stage in Class 6 will be applied to the Intermediate stage in Class 5. Therefore a driver is only required to complete the Intermediate stage once.
** if at least 18 years of age and meets medical standards.
