He is establishing his role as Alpha Cat. Puppies are typically a little rougher and more playful than older dogs and a lot of cats have a more difficult time in the beginning dealing with that energy. If he's not biting and not hurting them, they'll work it out. Same thing happened with my old man (he's almost 13 now) and King Fausto of the Sixth Dimension (he's only 20 months old). Even though they're both cats, Isaac bitches and complains all the time when Faust wants to play. As a matter of fact, they just started their shit in front of the monitor and I had to shove them off. Cyn posted up a great article elsewhere awhile back about how people get kittens to "perk up" their older cats and how it's really like an old person dealing with a toddler. They can get aggravated. Regardless of the species, it's about the same issue.
They'll work it out as dominance gets established and the pups get over the "fun" of having a cat to torture... ahem, "play with".
