no, it's the personal preference settings of the photographer on flickr, more than likely.
I used to run into this problem sparingly back in 2006-07, but as flickr has grown more popular over the years, so has the clientele of "social photographers", and their savvy is what keeps them going.
More often nowadays they disable the "downloading" of their photos, and if you just try to 'right-click, copy IMG address', you'll likely find that the photo url you actually copied was something akin to 'spaceball.gif', a placemark url to deter to hotlinkers / image thieves.
The fotogs there just want credit to their work, so they risk losing followers by not allowing their photos to be easily accessed / easily shared, by making sure (or at the very least, trying to disallow) any photo that they have created to be stolen, unless it is properly obtained through direct channels and/or licensed legitimately.
If you'd like continue to use flickr as some sort of search hub for sharing nice pics, that's fine. I use it like that most oftentimes. But be aware of the rules of using the site. If you'd like to not deal in the hassle of always asking the respective photographer's permission to use
this photo in
this place, then I'd suggest you tweak your 'advanced search' settings, and set it to "CC / creative-commons / free-use with attribution".
