If she wants to work and her education isn't suffering, it will only help he later in life. I know a few recent graduates that can't get a job, because they have no work experience. I know one, having a real hard time getting a job in a field she's certified and trained for, because she lacks work experience.
We all have to pay our dues in the job market, if she can get hers paid before graduating high school. Good for her.
I was the same way, I worked whenever I could as a teen. When I was younger, I picked Apples and Corn for local farmers. Through high school I worked at a ski resort and in retail. Because of my work history I was able to step into a very good job at an electrical manufacturer and work my way up quickly right out of high school.
I went back to school several times on my own to further my education, but never gained a degree of any type. I probably have enough hours and courses for a Masters in something. But nothing on paper.
If I could do it over, I would have completed a Masters program, just for the paper. Only because not having that piece of paper kept me from getting a couple of jobs I wanted. I had the qualifications, but without the paper the employers wouldn't promote or hire me. I even had one company move me into a position that 'required' a degree, worked in the position for two years, then new management demoted me. Not because of performance, which was excellent, but because of that stupid piece of paper. It never made sense to me, but I've found that you can't really fight it.
TL;TR Get all the work experience you can, but don't let it interfere with your education.
