They're also called social workers for at-risk youth. There are a number of things one can do to address the problem without direct confrontation. This is a symptom of a deeper problem. Smashing the hell out of bus shelters and accosting strangers for looking at them the wrong way isn't indicative of well-adjusted behaviour.
Direct confrontation in this sort of case would mostly lead to aggravation.
