Okay, crazy thought: How 'bout none of the above? Why not make Jerusalem a Vatican-like nation-state. A secular government which manages security, income(taxation), and infrastructure. It is neither the capital of Israel nor the capital of Palestine. It is simply "Jerusalem." If you want to have a pilgrimage there, regardless of faith, knock yourself out.
Doesn't that make it so that nobody wins and, therefore, nobody loses?
