When I did things like that, I always just tried to install it and see what happened. If it doesn't register, then you will have to make a phone call to MS to tell them why you are doing that. Usually they unlocked it on their end.
I say, try to install it and register it. If it doesn't work, go through the steps to call MS and talk to someone in India.
