The issue with your business model is that it takes more than one packet to send in a vote, I should think. TCP relies on a two-way connection -- it's an inherent aspect of the protocol. If you spoof the IP you can't receive a syn/ack and can't even complete a TCP handshake.
More probable vector would be the same sorts of botnets that are rented out to spammers. If it's that important to win you could probably convince such a person to do what you want, though it would involve a custom script (more expensive). I have no idea what it would cost or even who to talk to, though I could make some guesses on where to start looking.
