I used to try to never text, but I finally broke down and got a phone with a qwerty keyboard due to friends and cousins who refuse to communicate any other way.
Texting during sex, or doing anything else other than having sex, just says to me that you're not interested... so that would be the end of that.
Any other time, as long as it's not rude to the people around you, is fine. I agree with whomever mentioned the movies... even opening a phone during a movie is very distracting if the person is in your line of sight.
