I think its a bullshit law. Obviously, there can be illegal activities occurring inside or the promotion of the same. But isn't that true of several other types of businesses?
And right across the river from St. Louis is some of the most outstanding strip clubs I've ever been into. Some, not all, are very well ran, and safe for the patrons. PTs in Centreville has a huge following on Sat. nights - its swingers night. Couples turn out in droves. Interesting place.
